Paul was born in Toronto, Ontario and was the middle child of three other siblings: Vince, Patrick and Christine. Paul’s first interest and love was and always will be music. As a teenager, Paul enjoyed checking out alternative music scenes in Toronto and played drums in his school concert band. Many people that knew Paul credit him with introducing them to diverse and eclectic music. Paul was able to hear the first few notes of a song, and most likely would be able to tell you the artist and the name of said song, a talent that has been passed down to his daughter Vanessa.
Paul initially decided to pursue audio engineering at Sheridan College after high school, but the universe decided to guide him into another career: Customs. Following in the footsteps of his mother, Anne Allen, Paul joined Revenue Canada, Customs in 1983. Over his career he worked as a Customs Inspector and spent a great deal of time in Trade Programs working as a Commodity Specialist and Tariff and Values Administrator.
Paul also entered the private sector doing risk management work with companies such as Deloitte et Touche and Ernst and Young which moved him to Montreal and Toronto. Paul returned to government work and found himself settling in the Ottawa/Gatineau region. Paul joined the Trusted Trader Programs in 2013 as the manager of Customs Self-Assessment program, working with some of Canada’s largest companies Paul took over as manager of the Commodity Compliance Division focusing on a risk-based approach to commercial compliance. Finally in 2023, two years before his retirement, Paul was the manager of CARM Business Readiness Unit, where he took on one of his most challenging roles; leading a team dedicated to working with large stakeholders to create policy awareness and align commercial programs.
Paul’s co-workers described him as a leader who led with the utmost respect, integrity and humanity with a genuine concern and care for others. Paul was known for being the “3 C’s”: calm, cool and collected. Paul’s priority was always people and would often rave about the great work his team achieved, never really taking any credit himself.
Paul adored his family and married the love of his life, Line (who he affectionately referred to as Linnie the Pooh) in 1998. Paul became stepfather to Line’s daughter Karine who loved Paul like her own father and looked up to him with such admiration and pride. Line and Paul bonded over the love of music and would often host karaoke parties in their basement which Paul renovated into a stage and “jam space”. Paul would play the drums and beam at Line as she beautifully sang.
Paul and Line had an expansive social circle and were well loved and respected among their friends. Paul and Line lived life to the fullest and enjoyed travelling, experiencing new food, wine and beer. But most of all, Paul and Line lived authentically and loved fully. Paul always felt connected to water and the ocean. Paul retired in 2024 and sold his home in Canada to continue his and Line’s adventures in Progreso, Mexico. Paul and Line’s condo was one block from the ocean, which Paul would swim in every morning.
Paul had one child from his former marriage, Vanessa, or as other people call her: Mini Paul. Paul and Vanessa had a unique bond and shared humor that not many other people could understand. When Vanessa was young, she would always laugh at her dad’s jokes even though she had no clue what they meant, but she could tell that her dad was attempting to make her laugh. Paul and Vanessa enjoyed going to amusement parks together and going for long walks which they would call “mega walks” and talked about philosophy, music, comedy and life. Paul always supported Vanessa’s hobbies and ambitions and was especially proud when Vanessa became a budding stand-up comedian. Paul would always call Vanessa with joke ideas and premises (some of which she used).
It's evident that Paul has left a positive legacy on everyone he met. He is the embodiment of kindness, strength, humor and perseverance. Keep living, laughing and loving with humor and integrity and raise one of your favorite drinks for Paul.
Paul had a lot of “quirky” sayings and one that everyone should remember is, “There’s nothing to fear but fear itself…and vampires”.
